Here "~" is 人

~が(主語に)電話をかける。 "receive a telephone speak to from"

Here the component before に is the subject(主語) the the translation. Therefore "~" is the part after "from" : "主語 obtain a telephone speak to from ~"

So you deserve to see, "AがBに電話をかける" means "A call B". You deserve to translate it as "B obtain a speak to from A".

I don"t think 電話がかかる人 is exactly (電話をかける人 is OK, though). You can say 電話を受ける人 to describe the one obtained the call.
