My observations: Both sentences usage かける. Transitivity is unchanged, there is no use of られる construction to show passive sentence structure. However one is "to call" and one is "to get the call". Therefore and do not it seems to be ~ to be consistent.

In an effort to deal with the inconsistency, I tried to find other examples.Consider various other sentence also from SPACEALC:
(Question) how do i express "calling" and "receiving a call"? Is the passive type of かける provided at all?(I.e. かけられる)? Or is the passive the かかる provided at all?

You are perplexed by the translation. (I didn"t realize the translation deserve to be for this reason confusing in the site.)
Here "~" is 人
~が（主語に）電話をかける。 "receive a telephone speak to from"
Here the component before に is the subject(主語) the the translation. Therefore "~" is the part after "from" : "主語 obtain a telephone speak to from ~"
So you deserve to see, "AがBに電話をかける" means "A call B". You deserve to translate it as "B obtain a speak to from A".
I don"t think 電話がかかる人 is exactly (電話をかける人 is OK, though). You can say 電話を受ける人 to describe the one obtained the call.

"電話がかかる人" means "a human being to whom someone have the right to call." "かける" in "時をかける少女" way "run".
